BACKGROUND Background “Ban Pang Khon” in Chiang Rai province is an area of a water source forest of Korn river connect to the Kok river which is an important river nourishing both the agricultural sector and industrial sector including the consumption of the people in Chiang Rai province and adjacent provinces. In the past, the Ban Pang Khon area is the hill tribe residential area of Akha people, Yao people, and Lahu people in which the “Akha” people had the highest population. It was popular to grow opium and farm by mean of shifting cultivation in the area of the water source forest continually until eventually the area became barren mountains. Until there was an establishment of the Highland Agricultural Development Station Project according to the idea of His Majesty the King for Ban Pang Khon for solving the mentioned problem, the emphasis was given to the people to participate in the forest conservation in which it is the water source by mean of occupation training and agricultural teaching including indoctrination of the agricultural knowledge and conservation of nature to the people in the mentioned area in order for the people and the forest to be able to live together harmoniously by which the people are the forest protectors and the forest provides peace, security, and source of food production for the people. The accomplishment from the operation of the Highland Agricultural Development Station according to the idea of His Majesty the King for Ban Pang Khon is from supporting the people in the area to grow Arabica coffee. In 2014, it was found that most people, in the area that is connected with the project for conservation, monitor and coordination for the operation in each activity covering the forest area of 17,500 rai, has suppressed the invasion of the forest, restored the forest condition in the area and improved the eco system for 3,650 rai. The people have already farmed by the method of soil and water conservation in the Agroforestry system for 88.52% from the previous agricultural area of 2,500 rai. During the end of year 2015, T C Agriculture Co., Ltd. has acknowledged the information of the income problem from selling the coffee bean produce of the Akha people who received the land allocation in the area of the Highland Agricultural Development Station Project in Ban Pang Khon in which it is decreased because of the middleman forced the price down. The company has known that from the past the income of the coffee growing of the Akha people has been a crucial factor that has stopped the previous behaviour and turned them to focus on the growing of coffee to sell the coffee beans until it results in the restoration of the water source forest in which it has been spreading in a wider area including a part that is also the buffer line to prevent the problem of narcotic plant farming. Most importantly, the ability to sustain themselves of Akha people by coffee growing for sale in the past is a model for other Thai hill tribes in 5 villages in the area to stop the water source forest invasion and started to turn to grow the coffee together with other ground covering plants until the area has turned green and it is continually spread wider. In 2016, as a company that has the experience to process the agricultural products in order to sell them to the travellers from oversea, the company and other businessmen then entered into the area to consider the guideline for helping the Akha people. In the beginning, we have entered to assist by providing knowledge relating to the increase of the product value including giving of some machines, tools, and utensils that were free of charge. This also includes helping to arrange collaboration as a group to produce and sell the products as a community enterprise until the Akha people have come together and established the Pang Khon Coffee Community Enterprise successfully. In 2017, the company made a contact to CP B&F (Thailand) Co., Ltd. and CP Retailing Co., Ltd. to consider for an assistance for a support to buy the coffee produce of Pang Khon Coffee Community Enterprise by mean of sustainable community enterprise support for water source forest conservation successfully.
